Another Health Care Myth Debunked: Taxing Health Benefits
With so much misinformation going around about health care, it is important to continue addressing the false rumors about reform as they arise.  In response to an internet scam about the tax on health benefits, Ruben Burks, Secretary-Treasurer of the Alliance, said this week, "There is an internet scam regarding W-2 tax forms that has been in circulation since the passage of health care reform.  In the health care reform law, there is a provision that W-2s will now have a box where the employer puts the cost of a worker's or retiree's health care.  Nothing is added to income.  It is simply a for-your-information box and does nothing to change a person's income or taxes owed."

With Medicare Rebates Just Around the Corner, Some Worry About Scams
One of the most immediate benefits from the new health care law is the $250 rebate that Part D Medicare beneficiaries will receive if they fall into the doughnut hole in 2010.  More than 3 million seniors will receive a one-time check for $250 if they reach the doughnut hole this year and are not eligible for low-income assistance.  The rebate, which will start being mailed on June 10th to seniors already in the doughnut hole, is another piece of the overall plan to close the doughnut hole.  Some policy experts worry that seniors will be targeted by scam artists looking to cash in on the lack of information about how to receive the rebates.  Seniors’ advocates warn that scammers are likely to call seniors, pretending to be part of an organization tasked with helping them register to get their rebates.  They may say things like, “With the health care reform, you'll need a new Medicare card, so I'm going to need some information from you.”  Many seniors who are unaware about the specifics of the rebate program could become victims of identity theft, or be asked to pay money in return for help with processing their checks.  In reality, those qualifying for the $250 rebate do not have to do anything in order to receive their check.  Unlike most parts of Medicare, there is no third party involvement with this program, as the federal government will mail the rebate checks directly to qualifying recipients, no registration necessary. Information from the Alliance for Retired Americans on the Health Care Bill
Alliance Executive Director Edward F. Coyle was with the President as he signed the bill into law today.  “This landmark act will help current and future retirees in several specific ways,” said Mr. Coyle.  He listed:
  • Closing the Medicare “doughnut hole” coverage gap so seniors will no longer have to cut dangerous corners on their medications;
  • Eliminating co-pays for preventive screenings to help older Americans more quickly and affordably identify and treat diseases such as cancer and diabetes;
  • Cutting wasteful spending to extend the life of the Medicare Trust Fund so seniors can better afford premiums which have doubled over the past eight years; and
  • Reducing costly health problems by assisting pre-Medicare retirees with insurance costs and banning discrimination based on pre-existing conditions.

Many provisions go into effect quickly:

  • A $250 rebate for Medicare beneficiaries who fall into the doughnut hole gap in prescription drug coverage in 2010;
  • A 50% discount on drugs in 2011 for individuals in the doughnut hole;
  • By 2011, free annual check-ups for seniors in Medicare, without having to make a co-payment for mammograms, colonoscopies and other preventive screenings;
  • A prohibition on insurers from placing lifetime limits on coverage; and
  • A prohibition on “rescission,” or dropping coverage when individuals

WHAT CAN NARVRE BRING TO THE TABLE FOR NEW MEMBERS?


NARVRE is the only Federally Chartered Railroad Retiree Organization in the industry having for its sole purpose the promotion, protection and preservation of our railroad retirement pension system.

158 Units in the United States and one National 801 Unit for members who do not reside in a locality having a NARVRE Unit. A great number of dedicated members who have demonstrated on many occasions their ability to be a dominant force in the Congress of the United States assisting in the passage and/or defeat of legislation affecting railroad retirees.

Two (2) Toll-Free Telephone Numbers to assist our membership in calling their respective Representative in the House of Representatives and their two U.S. Senators in the U. S. Senate.

The principle officers, Thomas J. Dwyer, National President, Richard Renz, National Vice President and Mary David, National Secretary-Treasurer, govern NARVRE. NARVRE has a full time National legislative Director in Gary Faley, of Flint, MI. NARVRE National Officers and National Legislative Director are in constant communication via desktop and Laptop Computers and are completely informed via the Internet. The three National Officers together with the Eight Area Directors make up the Governing Board of NARVRE. Such Governing Board handles all matters of the organization between National Conventions, which are held each two years.
The National Office of NARVRE is located in Pittsburgh, PA and is staffed by the National Secretary Treasurer and one office staff person.

NARVRE has a complete Website on the Internet and may be reached by addressing www.NARVRE.org. Every facet of the organization is public information and is prepared in a very readable format.
